Thomas Lester Harper, 28, the man accused of causing a fatal crash in Arlington in December and then fatally shooting a man who walked up to help, was indicted on Tuesday by a Tarrant County grand jury on charges of murder, manslaughter and two counts of endangering a child. The endangering counts stem from accusations that two children were in the vehicle Harper was driving at the time of the alleged incidents. Because grand jury proceedings are secret, we can’t comment further.
